Yes. Free registration is open to non-residents if Poland is their first EU country of operation.

Poland applies the EASA framework through the ULC, with a 120 m limit, free operator registration open to non-residents, and heightened security zones near the eastern border.

The rules

Registration
Free, for drones over 250g or any with a sensor (min age 16); operator ID (POL...) on the drone. Third-party liability insurance mandatory since 13 Nov 2025.
Remote ID
Required from 1 Jan 2024.
Maximum altitude
120 m.
Line of sight
VLOS required; BVLOS is not allowed in the Open category.
No-fly and distance rules
At least 5 km from airport boundaries; national parks need a special permit; military/critical-infrastructure red zones on the official map. Note heightened security restrictions near the eastern border, check current NOTAMs.
Commercial and paid work
No separate commercial licence in the Open category; beyond Open limits needs a Specific authorisation.
Notable restrictions
Eastern-border security zones; national parks.
Penalties
Non-registration up to PLN 10,000; restricted-zone flights up to PLN 10,000; other breaches from a few hundred PLN.
