Drone regulations in Cancun
AFAC, under SICT, regulates civil drone flight. Registration is required above 250 g, with weight tiers of micro under 2 kg, small 2 to 25 kg and large above 25 kg, and on a strict reading registration and licensing are open to Mexican citizens and residents. Flight is capped at 120 m, in daylight and good weather, within visual line of sight and roughly 457 m horizontally; BVLOS, FPV and night work each need a specific AFAC authorisation. Controlled airports carry a 9.2 km distance, which matters for work south of the city toward Cancun International. People, vehicles and crowds cannot be overflown, which is the binding constraint on beach and event work in high season. INAH archaeological sites including Tulum and Chichen Itza require an INAH permit, and CONANP protected areas, which along this coast include marine parks, are restricted. Commercial work additionally requires the drone registered, an AFAC remote-pilot licence, insurance and a flight plan.

Can a drone be flown over the Hotel Zone beaches?
Over the property and the water, often yes. Over people, no: AFAC prohibits overflight of people, vehicles and crowds, which is the constraint that decides most beach briefs in high season rather than any zone. Work south toward Cancun International also has to respect the 9.2 km controlled-airport distance. Post the actual location and pilots will plan around both.
What does a drone shoot cost in Cancun?

Only with an INAH permit. Those are INAH managed archaeological sites and the permit is separate from anything AFAC requires.
