The planning facts are the ban on overflying people and crowds, which is what constrains beach and event work in high season, INAH permits for Tulum, Chichen Itza and the other archaeological sites, CONANP restrictions over the marine protected areas, and the 9.2 km distance from Cancun International for work south of the city.

Qualifications you need for Cancun drone work
AFAC registration is required above 250 g, and on a strict reading registration and the remote-pilot licence are open to Mexican citizens and residents. Commercial work expects the drone registered, the licence held, insurance in place and a flight plan filed. Flight is capped at 120 m in daylight within visual line of sight and roughly 457 m horizontally, with separate authorisations for BVLOS, FPV and night. The permissions specific to this coast are INAH permits for archaeological sites and CONANP clearance over protected marine areas.

The figures shown for other cities come from prices that named companies publish on their own websites, and that measurement has not been done for this market, so quoting a number here would be inventing one. You set your own price when you bid, the client pays into escrow, and you keep 90% of the charter price, before payment processing fees.
Do I need an AFAC licence to take jobs in Cancun?
For commercial work, yes: the drone registered with AFAC, a remote-pilot licence, insurance and a flight plan. Registration above 250 g is required regardless. On a strict reading of the rules both registration and licensing are open to Mexican citizens and residents.
